From the port, there are only three ways to reach Fira town 1,000 feet above:

Cable car (extremely limited capacity)

The cable car is the main problem – it can only handle about 1,200 passengers per hour, but multiple cruise ships often arrive simultaneously with 6,000+ passengers total. This creates:
